Greenfield Refinery Development

Our team took on an exciting challenge to design a new greenfield petroleum refinery, consisting of nine process units and sixteen infrastructure and utility units for a Nelson Complexity Index of 9.6. Due to investor funding deadlines, we had six months to develop overall space allocation and site requirements. Additionally, the topography of the location resulted in significant site work requirements. Despite the short timeline, the estimates for several units were brought to a +/- 10% contingency level. Unfortunately, due to the pandemic marketability for refiners the project was not funded. Even so, the experience we gained through the design process of developing an entire refinery from concept to estimate was invaluable.
