As that pertains to our clients’ capital budgets, we are committed to our clients’ success, and that means ensuring that they get maximum value for their investment dollar. Which is why we put so much effort and expertise into the science of cost estimating.

Tailored, Transparent Estimates for Every Client and Every Project

From conceptual studies to detailed design, through the procurement process and construction, the entire project team participates every step of the way. This is critically important to a project’s success, from getting big ideas presented in order to get a job funded and on it’s way, to keeping it on track and on through to completion with no surprises.

We make the estimating process as transparent as possible so the client can understand every single cost and its justification.

We tailor estimates for each plant. That includes developing a basis for cost with the client, as well as modifying it as needed. We want to involve the client in the process as much as we can. C&I’s Project Controls Department periodically holds Cost Estimating Workshops. These workshops provide hands-on instruction with the industry’s most powerful cost estimating software programs. Many of the top U.S. refineries have sent their personnel to these workshops, and when necessary, our people will hold them at the client’s facilities.

Project Controls are involved from the start to the very end.

Conceptual Estimates

Here we build the business case, evaluating proposed process solution options and running numbers. Once we have proof of concept, and a high level estimate we can help the client make the decision to move forward or not.

Feasibility Estimates

We analyze our options and narrow our focus to the best solution for our client. The estimate we generate here is tighter than the conceptual stage.

Front-End Engineering & Design Estimates

Our FEED packages finalize scope and technical requirements prior to detailed design, identifying potential challenges and helping minimize possible rework. Procurement begins our two-phased bidding process by obtaining quotes on all the engineered items and equipment. Our expertise during this stage sets our clients up for success and allows us to generate a much tighter overall estimate.

Detailed Design Estimates

After the conceptual and feasibility studies have been completed, and preliminary design has yielded a reasonably tight estimate of costs, the real intense design work can begin. This is where we put together all drawings for construction and maintenance, where electrical schematics, foundation plans and other detailing all come together. This is also when we begin assembling parts, ordering piping and ensuring that everything fits.

There is a great deal of coordination involved when executing projects. Our strength as a company is that our teams have worked together on many projects over a number of years. Collaboration among the different disciplines has been fine tuned through experience. And we have proven procedures and methods that make coordination reliable.

 

Construction Package Check Estimates

Though detail design is complete, there is still much to manage. While overseeing and supporting the construction effort and continuing procurement work we maintain a laser-like focus on costs to ensure that actuals align with the estimates we’ve provided along the way. We also stay on top of any new costs that may arise due to logistical needs or the like.

  • Stranded Gas Recovery (NSPS Sub J)

    C&I provided ISBL and OSBL conceptual design, FEED, detail design, construction and start-up support for the installation of a new reciprocating compressor. The ISBL work included design and installation of the compressor, heat exchangers, pressure vessels, pumps, foundations, structural steel, electrical and instrumentation, and piping.

     

  • Desalter Feasibility

    A refinery in the Northeast sought to improve the removal of salts, solids and water from virgin crude stocks in the Crude Distillation Unit. They commissioned C&I to develop a +/-15% cost estimate for a new two-stage desalter system. The design crude slate was a blend of Canadian tar sands synthetic crudes. C&I defined the physical properties of the blend in the conceptual package, performing an independent HYSYS simulation to confirm properties were correctly identified.

     

  • Refinery Optimization Project

    C&I devised scopes of work to optimize a refinery in the Midwest. Our involvement in the project included work for: the FCCU scrubber, purge treatment unit, soda ash system, olefin/amine debottlenecking, condensate recovery, outfall water line sump, and electrical infrastructure.
