C&I conducted the OSBL FEED through completion of material takeoffs (MTO’s) and reports. There were extensive long pipe runs associated with this project, which expanded the benzene removal capability of the refinery’s existing Sulfolane Unit and process reformate from the refinery’s two existing Continuous Catalytic Reformers (CCR). The expanded Sulfolane Unit will sufficiently reduce benzene levels in the overall refinery gasoline pool to below 0.62% on a volume basis, as required by EPA’s recently-enacted MSAT II Clean Fuels initiative. Dehexanizer bottoms will be fed to a new reformate splitter column. The reformate splitter overhead will be combined with the ADS sidecut streams and the Cumene drag benzene and routed to the existing Extractor column. This plan was developed in order to minimize the required investment necessary for MSAT compliance.
