Detailed engineering, procurement, and construction support for a major upgrade of the 220,000 bpd refinery. The feasibility was completed in 2000, the FEED in 2001, and the Detail Design in 2003. Massive in scale, the project accumulated over 40,000 feet of pipe. Highlights include the OSBL feed and products piping distribution systems, including the gas oil storage and utilities.
