The objective of this project is to install instrumentation and analyzers on four (4) refinery flares to comply with current EPA regulations by the end of 2011. C&I provided the FEED (Front End Engineering & Design) for four (4) flare systems to serve as safety relief devices, as well as control devices, for the combustion of various hydrocarbon streams from normal refinery operations. As regulatory control devices, these flares are subject to the NSPS and MACT regulations, which require flares to operate at or above 98% combustion efficiency. The project will require the installation of new instrumentation and controls on the flares to monitor and control both the steam to hydrocarbon ratio and the flare tip heating value to ensure compliance with environmental regulations.
