The refinery was experiencing knee deep flooding in the Coker area after heavy rains. The grade surrounding the Coker had risen over the years with various refinery upgrades. This situation could potentially lead to a major fire hazard. In the event of a Coker fire, thousands of gallons of spent fire water would cascade into the area. C&I took several measures to correct the situation. The drainage area was evaluated and was found to include areas well outside the unit limits, and diverting runoff away from the unit was not practical in this case. Next, the runoff coefficient and the time of concentration were calculated. Cameras were run through drainage lines to evaluate the condition of the pipe, roughness coefficients, and blockages. As a result of our study, we developed detail drawings to add seven QQQ compliant catch basins with removable above ground cleanout straining baskets to correct the potentially hazardous situation.
