Conduct conceptual studies to enhance the Cincinnati terminal; (1) shift volumes of product from the West Cincinnati Terminal Facility to the Cincinnati Terminal Facility to eliminate dock operations and truck rack and associate operations and maintenance costs, (2) mothball the West Cincinnati Terminal with exception of Storage Tanks so that maintenance and operation costs can be minimized, (3) install a new trench to prevent the operators and drivers from standing in water during truck loading, (4) blend butane in two existing gasoline tanks during the high RVP (Reid-Vapor Pressure) season.
